Section 5(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a hazardous atmosphere:    (a)  On or about August 6, 2012, for the employee exposed to hydrogen sulfide and natural gas while releasing pressure from a well head out of one-inch and two-inch valves while working on Rig #6 at site #8 LKNMU 8902 JV-P NDIC #12853 in Dunn County, ND.     Abatement Note:  Among other methods, one feasible and acceptable method of abatement would be to follow the requirements of American Petroleum Institute Recommended Practice 49 and 54 which includes, among other requirements, the following:    1.  API 49 Recommended Practice for Drilling and Well Servicing Operations Involving Hydrogen Sulfide  Section 11.2 VENTING OPERATIONS which states "In addition to the other provisions of this recommended practice, when operating or bleeding a tool, lubricator, or any other device which has the potential to release hydrogen sulfide, appropriate piping should be installed to vent to a suitable remote location."    2.  API 54 Recommended Practice for Oil and Gas Producing and Gas Processing Plant Operations Involving Hydrogen Sulfide Section 9.4 SAFE WORK PRACTICES which states "Safe operation procedures should be developed for personnel performing operations and maintenance so hazards due to the release of hydrogen sulfide can be avoided."
