29 CFR 1910.23(d)(1): Every flight of stairs having four or more risers shall be equipped with standard stair railings or standard handrails as specified in paragraphs (d)(1)(i) through (v) of this section, the width of the stair to be measured clear of all obstructions except handrails: On stairways less than 44 inches wide having both sides open, one stair railing on each side. a) At the front of the facility, on or about and at times prior to August 1, 2012, the employer did not provide for a mid-rail on a flight of stairs, constructed with five risers, used by employees to access the break area, exposing employees to the hazards associated with sprains, lacerations, and bruises. b) At the front of the facility, on or about and at times prior to August 1, 2012, the employer did not provide for a handrail for a flight of stairs, constructed with five risers, used by employees to access the break area, exposing employees to the hazards associated with sprains, lacerations, and bruises. ABATEMENT CERTIFICATION IS REQUIRED
