29 CFR 1910.23(c)(2): Runways four feet or more above floor or ground level were not guarded by standard railings (or the equivalent) and toeboards: Note:  Toeboards are only required where tools, machine parts, or materials are likely to be used on the runway.    (a)  Billboard location at Northwest Prairie View Road and Williamsburg Terrace, Platte City, Missouri:  An employee was installing a new billboard advertisement and was not protected by standard railings or fall protection.  The employee was 20 feet or more above the ground on the second walkway of the billboard and was not attached to the fall protection system.
