29 CFR 1926.1053(b)(22):     Employer allowed employees to climb a ladder while carrying objects and loads that could cause the employees to lose balance and fall.     The employer does not ensure employees climb ladders without carrying objects and loads that could cause the employee to lose balance and fall.  This violation occurred on or about September 10, 2013 where employees were exposed to a fall hazard of up to twenty feet while ascending/descending an extension ladder carrying gutters and/or gutter sections without a safe means of moving the gutters from the ground level to their installation point.    Pursuant to 29 C.F.R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that employees do not carry objects and loads while ascending/descending ladders which could cause the employee to lose balance and fall.
