Each platform on all working levels of the fabricated frame scaffold were not fully planked as required by this section. Observed on or about 09/14/12.

29 CFR 1926.451(e)(1):     A means of access for scaffold platforms more than 2 feet (0.6 m) above or below a point of access, such as portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from another scaffold, structure, personnel hoist, or similar surface was not used.     a) Jobsite: 321 N. 19th St., Philadelphia -  Employees were observed using the frames of a fabricated frame scaffold to climb up and down from a working platform of the scaffold. The working platform was approximately 26 feet above ground level. Observed on or about 09/14/12.
