Except as otherwise provided in paragraph (b) of this section, each employee engaged in roofing activities on low-slope roofs, with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.          a)     On the site, the employer did not ensure employees working on the outer edge roof area were provided and used fall protection, thereby exposing employees to an approximate 16 foot fall hazard.      Saup/Hartley was previously cited for a violation of this Occupational Safety and Health Standard or its Equivalent Standard 29 CFR 1926.501(b)(10), which was contained in OSHA Inspection Number 313151037, Citation Number 1, Item Number 1 and was affirmed as a final order on October 19, 2009, with respect to a workplace located at 2990 East Broad Street, Bldg. 47, Columbus, OH 43213.
