29 CFR 1926.501(b)(13):  Employees engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employees provided with an alternative fall protection measure under another provision of paragraph (b):     On or about October 14, 2012, roofers were observed standing, walking, and working on 3-story multi-family apartment roofs and near unprotected edges without adequate fall protection such as not attaching the lanyard to an anchor or providing a written on site fall protection plan.  The employees were exposed to fall hazards at heights greater than 6 feet above the ground.
