29 CFR 1910.1200(e)(1):    Employer had not developed or implemented a written hazard communication program which at least describes how the criteria in 29 CFR 1910.1200(f), (g) and (h) will be met:  (a) at the establishment - A written program should include descriptions of how the criteria for the following: 1 Labeling and other forms of warning; 2 Safety data sheets; 3 Employee information and training will be met for the chemicals in the facility.  Additionally, a list of hazardous chemicals known to be present in the facility:                                                                                                                                                                                                                                                 Throughout the facility  The employer is failing to ensure that the company has a written hazard communications (HAZCOM) program which contains all of the elements required by this subpart.  The company has none of the required Safety Data Sheets (SDS) for the materials and chemicals used in the facility nor do they have the required written program required by this sub part.  Employees are exposed to chemicals including but not limited to diesel fuel and industrial cleaning solvents.

29 CFR 1910.1200(h)(1):    Employers shall provide employees with effective information and training on hazardous chemicals in their in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees have not previously been trained about is introduced into their work area:    Throughout the facility - The employer is failing to provide Hazard Communication training to employees either during their initial assignment or whenever a new physical or health hazard that the employee has not previously been trained for has been introduced into their work area.  Some of the employees in the facility had not received training on the hazards of the chemicals/materials in the facility in which they could be potentially exposed.
