29 CFR 1910.23(c)(1):     Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:    The employer does not ensure employee on an open-sided floor or platform 4 feet or more above a lower level is protected from falling by the use of a guardrail system or equivalent.  This violation occurred on or about October 31, 2012, on the south side of the commercial building where employees were exposed to 13'8" fall hazard while cleaning the exterior side of the windows from the top of the canopy without a guardrail or fall protection system.    Pursuant to 29 C.F. R. 1903.19, within ten (10) calendar days of the abatement date, the employer must submit documentation showing that it is in compliance with the standard, including describing the steps that it is taking to ensure that each employee on an open-sided floor or platform 4 feet or more above a lower level is protected from falling by the use of a guardrail system or equivalent.
