29 CFR 1926.451(g)(1):     Each employee on a scaffold more than 10 feet above a lower level were not protected from falling to that lower level.    (a)  Western Masonry Wall:  Employees working on a fabricated frame scaffold conducting block laying activities were exposed to a fall of 18 feet 6 inches to the ground below.  The employee was working off the scaffold outriggers and the midrail section of the guardrail system had a 10 inch opening on the open end of the scaffold outrigger, as observed on December 6, 2012.
