A device such as a panic bar that locks only from the outside is permitted on exit discharge doors.    Site: 87 34th Street Brooklyn, NY (5th Floor)    On or about 1/8/13    a) Exit door by staging area Number 13 could not be open from the inside. The door was locked from the inside with a padlock.
