29 CFR 1910.147(c)(1): Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative. 1. Throughout the plant, at the time of the inspection, the employer was operating several multiple energy source (electric and pneumatic) machines without a machine specific energy control (lockout/tagout) program in place.

All new overhead and gantry cranes constructed and installed on or after August 31, 1971, shall meet the design specifications of the American National Standard Safety Code for Overhead and Gantry Cranes, ANSI B30.2.0-1967, which is incorporated by reference as specified in Sec. 1910.6. 1. At the time of the inspection, in the main building, employees were operating six (6) cranes with no safety tags above the pendant control boxes. Employees were exposed to struck by hazards.

On the south end of the main plant, employees were using a large Clausing drill press with no chuck (arbor) guard in place. Employees were exposed to caught in, struck by and amputation hazards. 2. In the shipping and receiving building, employees were using a small Clausing drill press with no chuck (arbor) guard in place. Employees were exposed to caught in, struck by and amputation hazards.
