29 CFR 1910.101(b): The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks were not in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in 29 CFR 1910.6:  (a) On or about March 13, 2013, and at times prior, employees were exposed to fire and explosion hazards in that the employer stored and used an oxygen cylinder directly below a natural gas spigot and a wax melting oven that was operational.  Section 3.3.5 of the Compressed Gas Association Pamphlet P-1-1965 states, "Cylinders should not be stored at temperatures above 125 F, nor near radiators or other sources of heat."  Section 3.3.6 states, "Do not store cylinders near highly flammable substances such as oil, gasoline, or waste." Section 3.5.1 states, "Do not store cylinders near highly flammable solvents, combustible waste material and similar substances."   (b) On or about March 13, 2013, and at times prior, employees were exposed to fire and burn hazards from cracked and deteriorating oxygen cylinder hoses. Section 3.4.12 of the Compressed Gas Association Pamphlet P-1-1965 states, "connections to piping, regulators, and other appliances should always be kept tight to prevent leakage. Where hose is used, it should be kept in good condition."
