29 CFR 1910.176(b): Storage of material created a hazard:  (a)   Racking on the southeast side of the facility was not bolted to the ground and had pallets protruding out the front and back of the racking, creating a crushed-by and struck-by hazard if the racking would tip over  (b)   One set of racking on the southeast side of the facility only had one set of cross member supports in the middle of the column, thus decreasing lateral stability of the racking system and creating a crushed-by and struck-by hazard if the racking were to fail.
