29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets. On or about May 28, 2013, on the west side of the work site, an employee without a hardhat, was working below his employer who was engaged in installing a BEALL sign from a rotating work platform exposing the employee to struck-by or flying objects.
