29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) Second Floor of the Building - Carpenters were observed without fall protection while performing selective demolition and carpentry operations exposing them to a 20 foot fall hazard, on or about 08/07/13.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stair rail system along each unprotected side or edge: a) North Side of the Building, Main Entrance - A superintendent was observed entering the building by using the front steps which was not equipped with a standard handrail exposing him to a potential 3 foot fall hazard, on or about 08/07/13. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
