OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to an employee in that an employee was exposed to serious physical injuries or death while operating and riding the rear section of a steerable dolly trailer.  JOBSITE:  An employee was allowed to ride on the rear section of a steerable dolly trailer (Trailer) on which a section of a 137 ft long steel girder was placed to operate and maneuver the trailer with a hand-held remote control while the entire steel girder was being hauled by a tractor trailer truck.  The Trailer was not equipped with a safe seat, a seat belt and not able to be operated/maneuvered around safely with the remote control.  On or about 8/2/13, the Trailer went out of control while hauling a steel girder and ran into a telephone/utility pole.
