29 CFR 1910.124(j)(3): Periodic inspections of all dipping and coating equipment, including covers, drains, overflow piping, and electrical and fire-extinguishing systems were not conducted, and deficiencies were not promptly corrected:       a.)Erie Specialty Products, Inc., 645 West 11th St., Erie, PA, 16502, On or about November18th and times prior thereto:  Periodic inspections of the perchloroethylene dip tank  (Tag no. 1829) were not conducted to ensure the proper operation of the liquid level interlock/float shutoff switch.  On or about October 10th, 2013, a fire occurred in the perchloroethylene dip tank (Tag no. 1829) when the liquid level interlock/float shutoff switch did not shut the dip tank system down after the perchloroethylene solvent evaporated from the tank.

Erie Specialty Products, Inc., 645 West 11th Street Erie, PA, 16502, On or about November 18th, 2013 and times prior thereto:  Company employees work with and around hazardous substances including but not limited to, Perchloroethylene, and 142 Solvent (petroleum distillate).  The company's Hazard Communication program was missing information including, but not limited to, the following:      1)       The designation of a specific person responsible for ensuring the labeling of in-plant containers.   2)      Procedures to review and update label information when necessary.  3)      The designation of a specific person responsible for obtaining and maintaining the MSDSs.  4)      The designation of a specific person responsible for conducting the Hazard Communication Training.  5)      Procedures to train new employees at the time of their initial assignment and to train employees when a new hazard is introduced into the workplace.
