29 CFR 1926.701(b): All protruding reinforcing steel, onto and/or into which employees could fall or come against, was not guarded to eliminate the hazard of impalement:                     For the Valera Westshore Apartments jobsite at N Lois Ave. and W. Spruce St., Tampa, FL, as observed on or about 12/19/2013, employees of Northwood Ravin, the controlling contractor for the site, and employees of a subcontractor at the site were exposed to potential impalement hazards from uncapped rebar in the following areas:      a) Employees were exposed to uncapped rebar measured to be 3ft. and 2in. high., extending out of the ground from concrete caissons in the excavated section of the jobsite     b) Next to the new rebar retrieval pile, there were rebar pieces sticking out of the ground approximately 2-3 feet that employees could fall into.     c) Where concrete/form work was being done in the excavated section of the jobsite uncapped rebar approximately 2-3 feet high was present.    d) Along the path from the general contractor's trailer to the work area, uncapped rebar was present that employees could fall onto/into.
