The railing shall be provided with a toeboard wherever, beneath the open sides,    a)  #1 Ladle Metallurgical Furnace; On or about January 14, 2014 and at times prior thereto the employer exposed employees to fall and burn hazards in that employees were allowed to walk and work on a platform with an open side over the furnace and the next level below.     b)  #2  Ladle Metallurgical Furnace; On or about January 14, 2014 and at times prior thereto the employer exposed employees to fall and burn hazards in that employees were allowed to walk and work on a platform with an open side over the furnace and the next level below.    c)  Ladle Refractory Area; On or about January 14, 2014 and at times prior thereto the employer exposed employees to fall hazards in that employees were allowed to walk and work on a platform with an open side where the next lower level was 7 foot 5 inches.    d)  Tundish Area; On or about January 14, 2014 and at times prior thereto the employer exposed employees to fall hazards in that employees were allowed to walk and work on a platform with an open side where the next lower level was 8 foot.
