29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  a) 48 Dune Road, Bethany Beach, DE - employees were conducting frame carpentry work in the interior of a residential construction project working at an unguarded wall opening, approximately ten feet above a lower level, and were not protected from falling to that lower level by any means of fall protection.  The violation was observed on or about April 1, 2014.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface, the ladder side rails did not extend at least 3 feet above the upper landing surface to which the ladder is used to gain access:  a) 48 Dune Road, Bethany Beach, DE - employees were using Werner aluminum ladders that did not extend at least three feet above the upper landing surface nor was it secured to prevent displacement and provided with hand holds. Observed on or about April 1, 2014.
