Abatement certification required.

29 CFR 1926.502(h)(1)(v): The safety monitor had other responsibilities which could take the monitor's attention from the monitoring function:  (a) Lower Roof Top: The safety monitor left the area to get an extension cord while an employee was replacing a rubber roof approximately 17 feet above the ground level, thereby exposing the employee to a potential fall hazard, observed on or about 4-23-14.  Abatement certification required.
