29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  On or about 06/02/2014 at the new CVS Construction Project, employees were working from the upper and lower roofs with no fall protection system.

29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided:  On or about 06/02/2014 at the new CVS Construction Project, employees were using a lower roof to access the upper roof and were jumping up and down to and from the upper roof and the distance from the upper to lower roof was 46 inches.
