On or about May 31, 2014, at the Oyster Creek Construction site, owned by the Dow Chemical facility located in Freeport, Texas, the employer gathered employees and contractors working in an adjacent block in a break tent rather than immediately initiating a full evacuation with horns when the floating roof on V-1901 (Naphtha Feed Storage Tank) tilted resulting in a chemical gas release.
