29 CFR 1926.451(e)(5)(i): Ramps and walkways 6 feet (1.8 m) or more above lower levels did not have guardrail systems that comply with subpart M of this part:  a) On the south side of the site, employees engaged in framing work were observed walking between buildings by means of planks 10' x 11" which were not equipped railings, exposing employees to falls of approximately 14 to 30 feet.  b) On the west side of the site, employees engaged in framing work were observed walking between buildings by means of planks 10' x 11" which were not equipped with railings, exposing employees to falls of approximately 14 to 30 feet.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system:  a)  At the site, employees engaged in framing work more than 14 feet above the ground were not protected by any type of a fall protection system.
