29 CFR 1910.23(c)(1):     Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings [or equivalent as specified in 29 CFR 1910.23(c)(3)(i) through (v)], on all open sides:     Employees were exposed to fall hazards of approximately 13ft, when measuring the grain in and observing the loading of the flat storage building, because the employer did not ensure that the two work areas was guarded by a standard railing or equivalent method.
