29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items A-D of this section: a) On or about August 18, 2014, at the above located workplace, employees were required to perform equipment maintenance and repair work on the envelope folding and stuffing machines, mail sorting machines and other machines. The employer's written lockout program and energy control procedures did not include the following: i) Specific procedural steps to control hazardous energy when testing or positioning machines that required the lockout device to be temporarily removed as outlined in 29 CFR 1910.147(f)(1). ii) Specific procedural steps for the placement, removal and transfer of lockout devices during shift or personnel changes as outlined in 29 CFR 1910.147(f)(4). iii) Specific procedural steps and training for lock removal when the employee that applied the lock was not available as outlined in 29 CFR 1910.147(e)(3).
