29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and supports:   A.)  Shamrock Development Inc.; Taco Bell; 1990 E. State Street, Hermitage, PA - On or about 10/28/14 and at times prior thereto, subcontractors were conducting work operations from a frame scaffold.  The work operations included but were not limited to stucco work.  The scaffolds working deck was not completely planked and/or fully decked.  The scaffolds working deck was only outfitted with one plank.
