Guardrail systems shall be installed before the scaffold is released for use by employees other than erection/dismantling crews.  a.  On the North end of the tubular welded frame scaffold where sub-contractor employees were laying block, the scaffold did not have a guardrail thereby exposing employees to a 12 foot 6 inch fall hazard.  b.  On the South end of the tubular welded frame scaffold where sub-contractor employees laid block, the scaffold did not have a guardrail thereby exposing employees to a 14 foot fall hazard.
