29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  (a) On or about October 29, 2014, Erik Carmona, as the controlling employer, did not ensure that employees of Carlos Villanueva, a subcontractor, were protected from fall hazards through a program of frequent and regular inspections conducted by a competent person.       Abatement Note: Abatement certification and documentation are required for this item (see enclosed "Certification of Corrective Action Worksheet").  Erik Carmona was previously cited for a violation of this occupational safety and health standard or its equivalent standard, which was contained in OSHA inspection number 986204, citation number 1, item number 1 and was affirmed as a final order on August 25, 2014, with respect to a workplace located at 1226 Tejon, Colorado Springs, CO 80903.
