29 CFR 1917.30(a)(1): The employer did not develop and implement an emergency action plan:     Wrangell Office and Yard:  On or about January 23, 2015 and at times prior thereto, an emergency action plan had not been implemented at the worksite.  This condition limited the employer's ability to account for employees in the event of an emergency covered by the emergency action plan.
