29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used:  a) 831 Jersey Avenue, Jersey City, NJ   Labor employee accessed a FRACO scaffold platform by climbing over a window sill.   Violation observed on or about 02/03/2015  Blade Contracting, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard CRF 1926.451(e)(1), which was contained in OSHA inspection number316229608 citation number1, item number 1 and was affirmed as a final order on 03/14/2014, with respect to a workplace located at 831 Jersey Avenue, Jersey City, NJ 07310.
