29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:   a) On or about 2/5/15, at the house panel area of the site, Niagara Falls, NY. Employee, feeding wires on an energized panel (277 V/125 Amp) with the cover removed, was not protected from shocks by the above-mentioned means.   NO ABATEMENT CERTIFICATION REQUIRED
