29 CFR 1926.501(b)(1): Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: a) Billboard - Employees installing a new sign on a billboard were exposed to a fall hazard of approximately twenty (20) feet without the use of a guardrail system, safety net system or personal fall arrest system, on or about March 11th, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: a) Billboard - Employees using a "Stokes 1316SS" ladder to access a billboard were exposed to a fall hazard from the ladder not extending 3 feet about the upper landing surface, on or about March 11th, 2015. Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
