29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:    a) On or about April 08, 2015, the employer had not developed and implemented a hazard communication program.    An effective hazard communication program includes, but is not limited to, the following:      1. A written hazard communication program.      2. Ensure the chemical product's container labeling is maintained and secondary containers are properly labeled.       3. Obtaining safety data sheets for the chemical products used by employees and keeping them readily available for employee usage.      4. Ensure employee training includes explanation of the employer's hazard communication program, information on the information included in safety data sheets, the hazards associated with the chemical products, methods the employers has implemented to minimize the employee's exposure to the chemical product, and what actions the employee should take if they are experiencing a reaction to the chemical product.
