29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds was not fully planked or decked between the front uprights and the guardrail supports as follows:  (a) Dusit Thani Hotel, Ground Level Near Elevated Bridge: The platform was not fully planked as there was a long 12-inch wide gap on the approximately 38-inch wide sectional/prefabricated scaffold.  The plank was approximately 6 feet 2 inches above the below platform.  Employees used the scaffold to install 12-inch by 12-inch tiles on the walls.

29 CFR 1926.451(g)(4)(iii): Midrails were not installed midway between the top rail and the platform surface:  (a) Dusit Thani Hotel, Ground Level Near Elevated Bridge: Sectional/prefabricated scaffold was not provided with midrails.  Cross bracing was installed and the crossing point of two braces was approximately 44 inches above the working and walking platform.  The employees were exposed to possible 15-foot falls to the ground below.
