On 4/29/2015, ERMC III Property Management Company, LLC had not ensured that each person was competent to operate an aerial boom lift safely, as demonstrated by the successful completion of the training.  Two employees were operating JLG Boom-Supported Elevated Work Platform, Model E450AJ/Serial # 0300066578, without required training.    In the alternative:    OSH ACT of 1970 Section (5)(a)(1):  Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employee(s) in that employee(s) were exposed to the following hazard:     Two employees were operating JLG Boom-Supported Elevated Work Platform, Model E450AJ/Serial # 0300066578, without adequate training.      One method of abatement is to provide training in accordance with American National Standards Institute (ANSI)/Scaffold Industry Association, Inc. (SIA) A92.5-2006. The employees were required to park a JLG Boom-Supported Elevated Work Platform, Serial # 0300066578, underneath a ramp and near a steel beam, which was painted orange, on the fourth level of the parking garage.  The employees were not required to wear hard hats in areas where head injuries were possible such as the lift parking area.
