29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502: The employer does not protect employees engaged in residential roofing operations 6 feet (1.8 m) or more above lower levels. As a result, the employer is exposing employees to the hazard of falling. The lack of fall protection was most recently observed on June 13th, 2015 at the jobsite of a new construction project located next to #9 Meadowbrooke Drive, Troy, IL. The employees conducting residential roofing operations are exposed to the hazard of falling approximately ten and one half (10.5) feet. Pursuant to 29 CFR 1903.19, the employer must submit documents describing the steps it is taking to ensure compliance, including an explanation of how these steps protect its employees from fall hazards. As a result, the employer is exposing employees to the hazard of falling. This fall hazard was most recently observed on June 13th, 2015 at the jobsite of a new construction project located next to #9 Meadowbrooke Drive, Troy, IL. Employees performing residential construction are exposed to falling approximately ten and one half (10.5) feet while using an extension ladder to ascend/descend to the roof.
