29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels is not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502:  The employer does not protect employees engaged in residential roofing operations  6 feet (1.8 m) or more above lower levels.  This most recently occurred on October 7, 2015 at the jobsite of a new construction project located at Lot 79 Bordeaux Dr. Edwardsville, IL 62025. Employees conducting residential roofing activities are not protected from falling, thereby exposing employees to the hazard of falling approximately 23.6 feet to the ground.  To abate this hazard in the future, the employer must ensure that its employees performing roofing work are protected from falls, and that no employee is allowed onto a roof more than six feet above lower levels without adequate fall protection.  The employer was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(11), which was contained in OSHA inspection number 845083, citation number 02, item number 1 and was affirmed as a final order on 11/26/2013, with respect to a workplace located at 1348 Frontage Road, O'Fallon, IL 62269.
