29 CFR 1910.145(c)(3): Safety instruction signs. Safety instruction signs shall be used where there is a need for general instructions and suggestions relative to safety measures.    The signage posted at the Strahman valve sample station in the Crude Unit did not provide sufficient detail to describe appropriate methods and personal protective equipment to avoid hot asphalt from contacting an employee's neck area when the valve released a partial plug.

29 CFR 1910.132(a): Application. Protective equipment, including personal protective equipment for eyes, face, head, and extremities, protective clothing, respiratory devices, and protective shields and barriers, shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards of processes or environment, chemical hazards, radiological hazards, or mechanical irritants encountered in a manner capable of causing injury or impairment in the function of any part of the body through absorption, inhalation or physical contact.    Employer did not select and have affected employees use the type of PPE that would protect the neck area of employees from physical contact by an unexpected splash of hot asphalt while catching a sample at the Strahman valve sample station.
