Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the recognized heat stress hazards while working inside a space removing asbestos, when the outside heat index reached a high of 96.5 degrees Fahrenheit:  445 ZION STREET HARTFORD, CT 06106   On June 23, 2015, employees working on the fourth floor of a gutted brick building, inside of a sealed containment for asbestos abatement experienced signs and symptoms of heat related illness.  Employees were not trained in the recognition of the health effects associated with heat stress. Employees were permitted to take rest breaks inside of the sealed containment.     An employee, working on June 23, 2015, began experiencing symptoms of heat stress, including excessive sweating, feeling ill, nausea, vomiting and cramping. On June 24, 2015, as a result of excessive heat, this employee was hospitalized for eight days after suffering from acute dehydration and acute kidney failure.    Abatement certification and abatement documentation is required for this violation.  The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful.  The abatement certification sheet is enclosed with the citations.  Feasible and acceptable methods to abate this hazard include, but are not limited to the following:  Develop and implement a Heat Stress Management Program tailored to asbestos abatement in containment that incorporates NIOSH recommendations, including the following:   1. Train employees and supervisors about the hazards leading to heat illness and ways to prevent them;   2. Train employees and supervisors to recognize symptoms of heat illness in themselves and others;  3. Train employees and supervisors in the proper response to heat illness symptoms including stopping work, getting to a cool place, and seeking evaluation and medical assistance when necessary;   4. Train employees and supervisors to immediately report heat illness symptoms in themselves and others;  5. A heat acclimatization program for new employees, and employees returning from absences of a week or more, which gradually increases the workload or allows more frequent breaks in the first week;   6. Provide workers with plenty of cool, potable water in convenient, visible locations close to the work area.  Water should have a palatable (pleasant and odor-free) taste and water temperature should be 50-60 & degree Fahrenheit if possible;  7. In times of excessive heat, remind workers to frequently drink small amounts of water before they become thirsty to maintain good hydration.  Simply telling them to drink plenty of fluids is not sufficient.  During moderate activity, in moderately hot conditions, workers should drink about 1 cup every 15 to 20 minutes.  Instruct workers that urine should be clear or light colored;   8. Set up a buddy system if possible for use during times of excessive heat; if not, check routinely (several times an hour) to make sure workers are making use of water and not experiencing heat-related symptoms;    9. During times of excessive heat, implement a work/rest regimen that increases the frequency and amount of break time;   10. During times of excessive heat, encourage workers to take their breaks in air-conditioned areas.   11. A policy on weather monitoring that outlines temperature conditions which require implementation of certain procedures for excessive heat, such as a work/rest regimen, under the Heat Stress Management Program.  Consider using cooling vests with pockets that hold cold packs, or, more complex and expensive water-cooled suits to minimize heat illness;  Consult with a professional experienced in heat mitigation for indoor worksites to evaluate the extent of heat exposure and make recommendations on how to prevent heat-related illnesses in and implement those suggestions.
