29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor was an alternative fall protection measure provided:      (a)  Hy Barr Inc. at E Drake Road and Ohio Street, Fort Collins, CO 80521:  On and before July 30, 2015, the exposing employer did not ensure each employee on a walking/working surface having an unprotected side or edge which was six feet (1.8m) or more above a lower level was protected from falling by the use of a guardrail system, a safety net system, or personal fall arrest system in that approximately ten employees were engaged in framing a two story multi-family dwelling without the use of a fall protection system. Specifically, an employee was observed sheathing the roof without the use of a fall protection system.  This condition exposed the employees to a fall hazard of approximately 20 feet.     Hy Barr Inc. was previously cited for a violation of the same or substantially similar condition of this Occupational Safety and Health Administration Standard, 29 CFR 1926.501(b)(13), which was contained in OSHA Inspection number 1021337, Citation number 1, Item 1 issued on March 4, 2015, and became Final Order on March 27, 2015 with respect to a workplace located at 2553 Des Moines Drive, Fort Collins, CO 80525.
