29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. On or about September 2, 2015, at Lot 20A, 2379 Calistoga Court, Lawrenceville, Georgia: Two employees performing brick masonry work were exposed to a fall hazard of approximately 14.3-feet and greater when the employees climbed the scaffold frame because the employer did not install a ladder.

Guadalupe Garcia-Hernandez was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.501(b)(13), which was contained in OSHA inspection number 993648, citation number 1, item number 1, and was affirmed as a final order on October 6, 2014, with respect to a workplace located at 7520 Settles Walk Lane, Suwanee, Georgia.
