29 CFR 1926.501(b)(13): "Residential construction."  Each employee engaged in residential construction activities 6 feet   (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure:    a) On or about October 16, 2015, at the above addressed jobsite - employees were performing roofing working on the roof of a house with an approximate 3:12 roof pitch without the use of a fall protection system. The employees were exposed to falls due to the presence of unprotected sides/edges,  thereby exposing the employee to fall hazards of approximately eight (8) feet nine (9) inches.
