29 CFR 1926.850(a): Evidence in writing was not available that an engineering survey performed by a competent person had been performed prior to permitting employee(s) to start demolition operations:   (a) On October 26, 2015, at the old Government of Guam Department of Administration building demolition project site, a written engineering survey to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure, was not performed by a competent person, and was not available at the site.
