29 CFR 1910.22(a)(1): All places of employment, passageways, storerooms or service rooms were not kept clean and orderly or in a sanitary condition.    Walkway adjacent to Clean Line and Annealing Departments:     Area was cluttered with bulk waste such as pallets of metal coils and large boxes of scrap metal that limited the means of egress. Pigeons were roosting over the area and droppings were deposited on the bulk waste.
