29 CFR 1910.26(c)(3)(iii): Ladders were used on surfaces which did not provide a secure footing:    JOBSITE:  The employer did not ensure that the footings of a pole ladder, used by an employee to cut small branches of a tree were set on a solid surface to prevent the ladder from sinking.     On or about 2/27/16, the footings of the pole ladder sunk approximately 7 to 16 inches into the ground while an employee was using the pole ladder to perform the above task, and the employee sustained a severe head injury from a 14-foot fall to the ground.
