OSH ACT of 1970 Section (5)(a)(1):  The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards while using a scissors lift to access the roof of the building.    On or about May 11, 2016, and at times prior to and thereafter, employees operated a JLG scissor lift and climbed on the guardrails of the lift without any means of fall protection, thereby exposing the employees to hazards associated with a fall to lower levels.      Among other methods, one feasible and acceptable method to correct this hazard is to follow the guidelines of ANSI/SIA A92.6 for Self-Propelled Elevating Work Platforms by ensuring that personnel maintain firm footing on the platform floor and by prohibiting employees from climbing on the midrail or toprail of the aerial platform.
