On or about May 11, 2016, and at times prior to and thereafter, employees operated a JLG scissor lift and climbed on the guardrails of the lift without any means of fall protection, thereby exposing the employees to hazards associated with a fall to lower levels.      Among other methods, one feasible and acceptable method to correct this hazard is to follow the guidelines of ANSI/SIA A92.6 for Self-Propelled Elevating Work Platforms by ensuring that personnel maintain firm footing on the platform floor and by prohibiting employees from climbing on the midrail or toprail of the aerial platform.
