29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure:    On or about June 24, 2016, employees were exposed to a fall hazard greater than 6 feet to the ground level below, while installing asphalt shingles on a low-slope roof without the use of fall protection equipment or an alternative fall protection plan.

29 CFR 1926.503(a)(1):  The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:          On or about June 24, 2016, employees were exposed to a fall hazard greater than 6 feet to the ground level below, while attaching asphalt shingles to the roof without being trained to recognize the hazards of falls.
