Bowman Rd, Little Rock, AR 72210, the contractor charged with the responsibility to train and enforce safety did not ensure that subcontract employees performing framing work were protected from fall hazards while working at a height of approximately 9ft above lower levels.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend to at least 3 feet (.9m) above the upper landing surface to which the ladder was used to gain access nor was the ladder secured at it's top to a rigid support and a grasping device, such as a grabrail, provided to assist the employee in mounting and dismounting the ladder:  On or about September 16, 2016 at a residential construction worksite located at or near 4216 S. Bowman Rd, Little Rock, AR 72210, the contractor charged with the responsibility of safety training and enforcement did not ensure that subcontract employees using a folded stepladder as a single ladder were stopped from mounting and dismounting the ladder, which was not extended at least 3 feet above the upper landing surface.

Bowman Rd, Little Rock, AR 72210, the contractor charged with the responsibility of safety training and enforcement did not ensure that subcontract employees who were using a folded stepladder as a single ladder to access the upper landing surface were using it for the purpose for which it was designed.
